Designing using CSS for lay out and functions isn't standardized yet. Browsers interpret it differently. I can tell you a close friend(who is the in house web developer for a large military-to-civilian job placement service) spent hours upon hours doing their corporate website in CSS only to have to create so many more lines of 'code' to get it to work over multiple browsers. The actual pages and CSS ended up being larger file size than if he had done the site in tables and using javascript for the drop down/out menu systems and mouse overs.

"So, I plan to sell myself as a web designer for people who don’t have that kind of money but still want those kinds of results. I may not be quite as flashy, but really, is flashy what you want? Don’t you want people to stay with your site rather than just say “wow” and move on to the next colorful thing that flashes by their screen? This all comes down to content. I plan to offer web design that fits around the content, not replaces it."

Some times it isn't the developer but the client that leads a project. And when they are the ones paying the bills... sometimes you are left doing what they want.

Best of luck to you.

A few times a year I go out on the Internet to see what is written about our modest little company and I found your very complimentary remarks here in your blog. Thank you very much. I wish you all the best in your new venture as a Web designer. It's a very rewarding job - I love it, and I guess that's why we are so successful - we all love what we do - money is just the fortunate by-product of our work.
